Webull Malaysia Review 2026: Is It Safe and Worth It?

BursaNews founders · Ex-Investment Bankers (SC Module 12 & 19) · 12 min read · Last reviewed: 24 October 2026

Our Verdict in 50 Words

Webull Malaysia is SC-licensed and safe to use. It suits investors who trade mainly US stocks: 0% US commission for 365 days for new users, deep charting and fractional shares. Bursa trades cost 0.05%. Beginners may find Moomoo easier. The RM300 reward needs RM5,000 held for 60 days.

Webull arrived in Malaysia positioning itself as the broker for people who take the US market seriously, deep charting tools, options data, and an aggressive 0% commission push. We looked at whether that positioning holds up, using the same lens we'd apply advising a client on any brokerage platform: regulation first, fees second, features third.

What Is Webull Malaysia?

Webull was founded in the US in 2016 and has since grown into a global brokerage with tens of millions of users across 16 regulated markets. In Malaysia, it operates as Webull Securities (Malaysia) Sdn Bhd, offering access to Malaysian stocks, US stocks and options, Hong Kong shares, and China A-shares, the latter being a genuinely uncommon offering among Malaysia-regulated brokers, since direct A-share access for foreign investors has historically been restricted.

Is Webull Securities (Malaysia) Sdn Bhd Safe and Legit?

Yes. Webull Securities (Malaysia) Sdn Bhd holds a Capital Markets Services Licence (CMSL) issued by the Securities Commission Malaysia under the Capital Markets and Services Act 2007, and is registered as a Trading Participant of Bursa Malaysia. As with any SC-licensed broker, client assets are covered by the Capital Market Compensation Fund for broker-related default, up to RM100,000 per investor. This is not insurance against your investments losing value; no legitimate broker or regulator anywhere offers that.

2026 Welcome Rewards

Webull's current new-user offer (campaign until 31 October 2026, per webull.com.my): keep a net deposit of at least RM5,000 for 60 days to receive RM300 in trading vouchers (3 × RM100). This is Webull's standard campaign; signing up through the BursaNews referral link is how Webull records the referral.

We've laid out the exact deposit requirements and the full step-by-step flow in our Webull Malaysia sign-up guide.

Webull Malaysia Fees: Bursa and US Stocks

For Malaysian stocks, Webull charges 0.05% commission and zero platform fee. For US stocks, Webull's promotion page lists 0 commission for 365 days for new users (checked 4 October 2026), a generous offer for anyone trading US stocks regularly. After promotional periods end, low commission rates apply, with no platform fee, no account opening fee, and no inactivity fee.

💡 Webull also pays interest on unused cash sitting in your account, a detail that's easy to miss but adds up if you keep a cash buffer between trades. Check the current rate in-app, since it moves with market conditions.

Key Features Worth Knowing

Fractional Shares and 24-Hour Trading

Webull lets you buy US stocks and ETFs with as little as USD 1, useful if you want to start small or dollar-cost-average into expensive stocks without committing to a full share. It also supports trading outside standard US market hours, which matters for Malaysian investors given the time-zone gap with US regular trading sessions.

Dual Banking and Shariah Filtering

Webull supports both conventional and Islamic banking for deposits, and includes a Shariah-compliance indicator to filter stocks, a genuinely useful feature for investors who need to screen for Shariah-compliant holdings and don't want to cross-reference an external list manually.

Research Depth

Webull's charting and analysis tools (order book depth, analyst ratings, technical indicators) skew toward users who already know what they're looking at. It's a strength for anyone coming from a more advanced trading background, and a bit more of a learning curve for a first-time investor compared to Moomoo's more guided, AI-assisted approach.

New: Webull Flexible RSP (Fixed vs Dynamic Amount)

Webull Malaysia has rolled out its Regular Savings Plan, which the app calls Recurring Investment. You pick a US stock or ETF, choose how often to buy (weekly, every two weeks, or monthly), and Webull places the order for you on schedule using the USD buying power already in your account. It takes the “when should I buy?” decision off your plate, which is where most beginners stall.

What makes it flexible is that you get two ways to decide how much goes in each time.

Fixed AmountDynamic Amount
MinimumUSD 1Shown in the app when you set up the plan
How much is boughtThe same amount every timeBetween 50% and 200% of your base amount
What decides itYouWhere a benchmark closed versus its moving average
BudgetingFully predictableChanges from one buy date to the next

How Dynamic Amount works, in plain terms

You set a base amount, then choose a benchmark and a moving-average period. The benchmark can be the stock you are buying itself, or a market index such as the S&P 500, Nasdaq or Dow Jones. Before each purchase, Webull checks the benchmark’s previous close against that average. Trading below the average means a bigger buy; trading above means a smaller one.

So with a USD 50 base amount, a single purchase could be as low as USD 25 when the market is running hot, or as high as USD 100 after a sharp dip. Over time you naturally put more money in when prices are lower and less when they are stretched, without having to make that call yourself.

Webull Malaysia publishes the exact multipliers it uses:

Benchmark vs moving averageBelow averageAbove average
0% to 1%100%100%
1% to 3%120%90%
3% to 6%140%80%
6% to 10%160%70%
10% to 15% (below) / 10% to 20% (above)180%60%
More than 15% (below) / more than 20% (above)200%50%

Notice the asymmetry: the plan cuts back gently when markets run up, but steps in harder when they fall.

💡 Our take as ex-bankers: Dynamic Amount is a disciplined rule, not a crystal ball. A stock trading below its average can keep falling, and buying more of it does not make it a safer company. Pick what you buy carefully first; automation only helps with when and how much.

Costs to keep in mind

Webull Malaysia lists zero commission and no platform fee on US stocks and ETFs, which is what makes small weekly or monthly buys sensible here. On many other brokers, a minimum fee per trade would eat a big slice of a USD 20 purchase. That said, zero commission is not zero cost. You still pay the ringgit to USD conversion spread, any regulatory and exchange fees that apply, and an ETF’s own annual expense ratio. Currency movement also affects what your holdings are worth in ringgit.

How to set one up

  1. Fund your Webull account and convert to USD, so there is buying power ready before the first buy date.
  2. In the Webull app, go to Markets, then Discover, then RSP, and search for the stock or ETF you want.
  3. Set your amount, pick weekly, bi-weekly or monthly, and choose your investment date. Then select Fixed Amount or Dynamic Amount.
  4. For Dynamic, select the benchmark and the moving-average period, then confirm.

If you go Dynamic, keep a cushion of up to twice your base amount in USD. A purchase that doubles on a dip will not go through if the cash is not there. Webull sends a push notification the day before each scheduled buy, and you can update or cancel the plan any time before it is processed.

Which one should you choose?

If you are starting out and want a steady monthly habit, go with Fixed Amount. It is simple and easy to budget. If you understand moving averages and can handle contributions that swing from month to month, Dynamic Amount lets you lean in a little harder during pullbacks. Either way, a broad, low-cost US index ETF is a more forgiving place to start than a single volatile stock.

Our Verdict

Webull Malaysia is a legitimately strong choice for anyone whose portfolio leans US-heavy: the 365-day 0% US commission offer for new users is one of the better offers in the local market, and the charting depth will appeal to anyone who already knows how to read one. It asks a little more of a first-time investor than Moomoo does, and its welcome reward, while genuine, is smaller in headline terms. Choose based on which market you'll actually trade most, not just which sign-up bonus looks bigger on the page.

Frequently Asked Questions

Is Webull Malaysia safe and regulated?

Yes. Webull Securities (Malaysia) Sdn Bhd holds a Capital Markets Services Licence from the Securities Commission Malaysia and is a Bursa Malaysia Trading Participant.

How much can I get from Webull Malaysia's welcome reward?

Under Webull's current campaign (until 31 October 2026), keep a net deposit of RM5,000 for 60 days to receive RM300 in trading vouchers. See our Webull sign-up guide.

Is Webull Malaysia worth it compared to Moomoo?

Webull's strongest edges are its 365-day 0% US commission offer for new users and extended-hours US trading. Moomoo generally offers a larger welcome reward and an AI research assistant better suited to beginners. See our full Moomoo vs Webull comparison.

Does Webull Malaysia charge a platform fee?

No. No platform fee, account opening fee, or inactivity fee. Standard commission applies after promotional 0% periods end.

Is Webull safe to use?

Yes. Webull Securities (Malaysia) Sdn Bhd is licensed by the Securities Commission Malaysia (SC) and, like every SC-licensed broker. As with any broker, standard account hygiene still applies: enable 2FA, never share your login or OTP, and only use the official app.

Is Webull legal in Malaysia?

Yes. Webull operates in Malaysia through a locally incorporated, separately licensed entity, Webull Securities (Malaysia) Sdn Bhd, holding a Capital Markets Services Licence (CMSL) under the Capital Markets and Services Act 2007.

How does Webull Malaysia RSP (Recurring Investment) work?

You choose a US stock or ETF and a weekly, bi-weekly or monthly schedule, and Webull buys automatically using your USD buying power. Fixed Amount invests the same sum each time, starting from USD 1. Dynamic Amount adjusts each purchase between 50% and 200% of your base amount, depending on whether your chosen benchmark closed below or above its moving average.

Is Webull a good brokerage?

It depends what you're optimising for. Webull is a legitimate, SC-licensed choice that stands out for US market access, its 365-day 0% US commission offer for new users, and deeper charting tools, but it asks more of a first-time investor than Moomoo's more guided approach, and Rakuten Trade still wins on flat-fee small trades.
